Im an Ohio grad first of all. these lists are primarily BS. Penn State has the best football/tailgate atmosphere. Wisconsin wins halloween. Ohio Univeristy doesn't have a real athletic program, no big city, no nothing. Athens packes pound-for-pound the biggest punch in the country. If it doesn't, how does it continue to make the list?
