I'm not exactly sure how News of the World got their hands on a picture of Phelps smoking weed, but they did, and it's legitimate. Take a look at these other pictures where he's wearing that same watch.

I don't think I believe all that stuff about Michael Phelps trying to bribe his way out of the story being published, but this about to be a pretty big deal nonetheless. But the question is, should it be?
