* Baltimore may become the first city to try to ban the sale of individual small cigars after a recent study by Johns Hopkins found almost 25% of youth ages 18 to 25 smoked cheap cigars in the last 30 days.

* Sen. Edward M. Kennedy will undergo surgery today at Duke University Medical Center for his cancerous brain tumor and then faces chemotherapy and radiation treatment.

* The provost at Cornell University in Ithaca, N.Y., is being recommended as the next chancellor of the University of Wisconsin-Madison. Carolyn "Biddy" Martin, Cornell's provost since 2000, has been recommended by the UW Board of Regents' search committee. If approved in early June, Martin would succeed John Wiley, who announced late last year that he will step down as chancellor in September 2008. Source:  The Business Journal of Milwaukee 

* Two Penn State football players have pleaded guilty to a misdemeanor charge of disorderly conduct in exchange for prosecutors' dropping more serious assault charges.

* Two students at the University of Oregon were subdued with tasers on Friday. Police claim the duo resisted arrest during a rally to demonstration against the Oregon Department of Transportation's use of pesticide spray on the highways.
