Commie Spies From UCLA or Notre Dame?

Anybody know who might have been spying on Franklin Street from above? 

 

Passers-by reported a blue and yellow helicopter hovering over Franklin Street and taking pictures.  Maybe UCLA or Notre Dame are trying to figure out our secrets?
