Hey, kid! What's in that brown paper bag?

Referring to young children as 'toddlers' started in England. Toddlers being weaned from mothers' milk were not given water because of impurities that made it unsafe to drink. Instead, they were given beer, as the water used in beer was treated in the initial boiling during brewing. This made them toddle, especially combined with the fact that they were just learning to walk.
