WHAT DOES THIS MEAN?!?!?!

The information we have by reading this: it happened on Chapel Street, whoever wrote this is impressed by whatever or whoever 3rd eye is.

3rd eye. A 3rd eye probably wouldn't really be that attractive so maybe the author means something else.

3rd eye blind? 3rd eye like a penis, maybe? But no one would have their "3rd eye" out on Chapel Street, right?
